The Barwick Newton National Law Enforcement Memorial fund was established in 2004 to assist with the transportation and other expenses incurred by family members of fallen officers who travel to Washington, DC to participate in National Police Week memorial ceremonies.
The fund was established when a trooper’s family underwent financial hardship in order to travel to Washington to honor their loved one during National Police Week. Officer Barwick’s father, Mitch and Trooper Steve Davis set out to raise enough money to cover the trooper’s family expenses. The family of Officer Barwick wanted to start a Fund to honor their son and help families of fallen officers. Missouri Trooper Steve Davis helped by conducting Bill Gibb with the Transportation Research Project (TRP) who helped set up the Fund.
The Fund is named to honor St. Louis Metropolitan Police Officer Michael Barwick and Missouri Trooper Michael Newton, both of whom were killed in the line of duty in auto accidents.
The Fund operated to prevent other families from experiencing similar difficult circumstances when the names of their loved ones are added to the memorial site. 100% of monies raised for the Fund are used to cover travel and other expenses incurred by the families of fallen officers.

Transportation Research Project
Our Mission
Founded in 2001, the Transportation Research Project (TRP) is a not-for-profit research and educational organization dedicated to the safe and reliable transportation of people and goods in America. Understanding the transportation is an essential part of our nation’s economy and Americans’ everyday lives, the project also explores the safety of highway transit, the public’s concern with today’s transport systems and the future of transportation in America.
Consistent with its goals, TRP established the Barwick/Newton National Law Enforcement Memorial Fund in June 2004 to honor law enforcement officers who are killed while working to protect our streets and highways. The fund assists with transportation and other travel-related costs to bring family members of fallen officers to the annual recognition ceremony at the National Law Enforcement Officers Memorial, held in Washington, D.C. during National Police Week in May.
TRP is a 501(C) (3) tax exempt organization.
The TRP is headquartered in Alexandria, Virginia.
